Obviously keep an eye on it, and if worried see your vet. But saying that, it appears to be a quite usual problem with young dogs. Were it me I'd make sure I gently wash under the jaw with clean water after eating, just to keep it nice and clean. You normally find it clears up as the dog becomes adult. I've seen it several times with adolescent pups.
Looks like canine acne to me.My pup gets them.My vet says just to leave them alone and they will go away which they do but they do come back every now and again.I would just mention to your vet when you next go in.
