Archie had the same when we first got him,the vet said it was puppy parderma,normal in some puppies,it settled down,could also be stress as in new environment,good luck with lucky!

Feebarn this is quite common in America as a means to ensure rehomed dogs are not going to be adding to the population of unwanted/abandoned pets.
I did mean a regular collar, they do tend to scratch at this too just because it is new and they are not used to it. I hope he has settled down for you now and I would go with the liquid flea treatment rather than the flea collar, much easier!!
