Charlie has never been 100% on recall, though he virtually never lets me out of his line of sight.
If he is refusing to come back I turn to go in the other direction, calling out "right, bye-bye then" in the type of voice you would normally reserve for young children.  That usually has him concerned enough to come trotting along to me. It is the main thing that I have found to work fairly reliably with him.
