This is going to sound daft, but does your dog enjoy their walks. My older girlie walks with her tail swinging constantly, Maya gets excited about leaving the house but whilst walking her tail always hangs down (not wagging). Is the tail always an indication as to whether they are enjoying themselves???
My lot LOVE their walkies. I'm not sure any of them walk about wagging their tails as they go along though, in fact I'm pretty sure they don't. They save wagging for meeting and greeting, but generally they are far too busy squirrel hunting, chasing scents and playing to be wasting energy wagging.
My two are very waggy while they are out, especially Suzie when I shout biccies in a silly voice , and yes they can't wait to get out in a morning no matter what the weather

Another one who lives for walkies here. Jet knows which collar and lead is for walkies and which one is for work and he positively dances for his walkies one (that's not to say he doesn't enjoy his work too) while we are out on a ramble his tail is upright and waving like a flagpole as opposed to actual wagging, a very alert tail I would say
He definitely enjoys going out just for the pleasure of running and sniffing
Pen doesn't perhaps wag her tail all the time we are out, but I am never left in doubt that she loooooooves to go out and about, and enjoys every minute. Particularly if she can find the biggest tree branch ever and run with it into your legs
Both Amber and Millie likewise love their walkies. They can tell whether they will be walked by what I am wearing. As we work shifts and wear uniform they get walks at all times of day. They know if I am in uniform that this means when I put on my coat to go out,no walk. However, if no uniform and anywhere near a coat, it's game on. They both go wag crazy waiting to go and Amber frequently thwacks the wall and radiator in the hall. Whilst out they don't seem to go crazy with the wags, apart from meet and greet, promise of food and searching for 'prizes' in the undergrowth or field.

Diesels tail doesnt really wag much on a walk. His whole back end moves when its time to say hello to someone. If hes see's something worth chasing his tail is upright and hes off through the bushes
Harry's just sways all the time at the same pace
Barney and Amber love their walks and they have "windscreen wiper" tails most of the time they are out. Perhaps your older girl is just concentrating on her walk and forgets to wiggle
Coco loves her walks so much she shakes with anticipation if we stop! Charlies runs to the door if i take out his lead. And well marley brings us for a walk lol.
