He does seem to be a bit of a wary dog when it comes to people other than me. A few minutes after he barked at my sister she was calling him to her. She was down on her knees too. He wouldn't go near her. He was wagging his tail etc but he was still slightly backing away. She never did anything to make him scared but he has obviously picked up on something. She did say when he was in the room with her trying to get out she told him to be quiet a few times so he could have got scared then =/
But he is fine with any person when we are not in this room! Even in the kitchen he will greet anyone nicely.
I have also noticed he only does it after coming back from the other dogs. So I will see what happens tonight. He will be staying with me all day.

He sounds frightened tbh. You could try jollying him out of the behaviour, but not confronting him or shouting. He's still such a baby.
It also sounds like he needs a bit of help to learn that people other than you are OK. I suggest that your sister (or anyone) doesn't try calling him over - it'll make it worse.
Let him come to her in his own time.
She can also throw treats onto the floor, with no eye contact (too confrontational), which I expect he'll snaffle. Start with throwing them quite a long way from her and as he builds his confidence drop them closer and closer. Eventually, when he's more content, he should be going to her to ask for them.
Try it and see how it goes. It may be room specific, it may be he's more on edge after seeing other dogs but it has to stop no matter what the cause. It really does sound fear based, so don't reinforce it by soothing, go for crazy, jolly woman!
