Charlie did it again! Me and him are in the second sitting room. He was lying on the ground. He wasn't asleep. My sister then walked in and Charlie went crazy! Not just a growl this time but very angry barking and growling! My sister was terrified! Why is he being so aggressive? It is all weird.

He is doing it because she is terrified. He is still learning boundaries - if he does it again she should either ignore him or if she is uncomfortable use a deep voice and say "NO" then leave the room in a calm manner (she can give in to shaking when she gets outside the door). All the time she shows fear he thinks he is wonderful and in charge of her.
She only got scared after he started barking and growling. It was pretty scary and if he was not my dog I would have been scared too. And she was shouting no at him but he just kept barking. Then he just stopped and started wagging his tail. He did this a few nights ago as well to my step father but that time it was only a growl.

Yes ok but to me that is not the point. He did it before she shouted and got scared. He really had no reason to act like that. She only walked into the room.

If he is only doing this of an evening, or when the light level is low, I'd get his eyes checked out, as some eye conditions can mean the dog has difficulty seeing when it's a bit dark. Of course if he can't see clearly who's just walked in, then he will probably react defensively out of fear.
If people walk in and start shouting at him, even if he is already growling, then this will make him even more scared than he is already and so make him even more defensive. Far better that when he reacts like this, whoever has just entered the room talks calmly to him saying something like "It's only me, silly".

Heck! If he is only 3 months old I wouldn't allow ANYONE to shout at him, no matter what he was doing. Bless his little paws, he needs to learn ALL people are friendly (even if some aren't) not that some are nasty, scary and shouty.
