also you can blow the whistle everytime you feed her.. she'll then associate whistle with yummy stuff.
another fun game you can play if you have two people is to sit a little distance from each other and call the pup between you, praise and tret when she reaches you and then after a brief pause for that, they otehr person then calls the pup. you can extend the distance and have a game when pup reaches you so it learns you are the most fun and wonderful thing around! 
just remember to start at the beginning each time you do it in a new place. dogs don't generalise very well so sit at home might be good but dit in the field needs teaching in the same way. go back to basics each time you go to new place.
on the beach you could even try a very light long line that trails behind the pup as you're recalling between the 2 of you so there is no chance of pup running off to see anything else
