Hello, and welcome to the LF. There will be many members who will give you expert advice and help, I can see your problem being in a flat though!

If I was in a flat, there is no doubt I would have a puppy pad down for emergencies particularly if he is drawn there.
The best thing to do to house train him though, is to take him out after he eats, sleeps, plays or you've done training. Those are the most common times that a puppy will need to go. The key will be teaching him to go on command, so you could use a command wee and poo, or get busy, etc.. you get the idea Whenever he does what you want him to do outside, say the command while he is in the process of doing his business and praise him hugely once done and give him a treat. It shouldn't take him too long to get the idea as to what you want, but you will need to be vigilant in getting him out at those crucial times.

in my opinion
first of all dont let the puppy to run all over ur flat
make sure that he is in front of your eyes most of the time
u have to catch him when u feel tht he is going to wee or poo n give him a cute NO NO and take him for a walk directly
take him for a walk at least 6-7 times a day
specially 10-15min after each meal
put a alarm clock take him out twice in the midnight if you can
reward(FOOD) when he does it outside
dont forget tht he is a baby n it will take a bit of time for him to understand wat we expect him to do
learning period of time depends on u mostly cz u have to correct him as much as possible
if u don catch her in action there is no point to be angry at him,he ll not understand why u r correcting him

As has already been suggested take your wee pup out every 30-45 min, after every play and after every sleep and every meal. Take a bag of treats and decide on a 'command word' - e.g. pee-pee or 'do-your-business' or whatever you want it to be - but keep it constant! You may want to have a seperate command for pee and another one for poo - its up to you.
When Whiskey pees/poos outside say good boy <insert your command word here> and give him a treat and make a HUGE fuss over him - as if he has just pee'ed liquid gold!
If he does have an accident inside (which he probably will do as he is just a baby with not alot of bladder control) don't shout at him - say nothing and take him outside.
He should quickly learn that if he goes outdoors he gets a treat but if he goes indoors he gets nothing.
with regards to training overnight - we used a crate with Tiber - it was excellent.
Check out the puppy section of the forums - there are more details there about toilet training and crate training.
We didn't use a pad when we were toilet training and Tiber got the hang of it pretty quickly! Keep going and stay consistent and you will get there!
I (Rich) just stoof outside with him for 20 mins and he finally did a poo!! Good start - I made a bigg fuss and gave a treat I was just happy to get out of the rain myself.
Now lots of people don't agree with it but we did use puppy pads and whilst it took perhaps longer for him to be totally transferred to outside we never had an accidents inside he only ever used the pads from day 1 so for us that worked fine. I put 1 pad on a plastic crate base tray in the puppy pen - our house was open plan so we had two lindam children's playpens folded out and joined together to make him a kind of room sized safe place - we always directed him there if he made signs of needing to go, when we were with him we took him outside and treated him for business done outside, I'd say every 20-30 minutes to take him out of your flat and give him the opportunity to go. I wouldn't put up with him going all over the floor but then I'm a bit paranoid about these kind of things I saw the puppy pads as being like giving a toddler a potty no one would suggest that your child will grow up to think they can toilet in the lounge so why would puppy pads mean they can toilet wherever they choose, but hey that's just my opinion. By 6 months Sam wouldn't even go near a puppy pad he insisted on going out and also quite often used to pretend so that I had to take him in the garden for a playabout instead but nevermind! I personally took him on a lead to the garden for toileting esp at night so that he didn't play instead it was toilet first then play as a reward not play then toilet back inside because I'd read that makes them no so keen to go outside because then playtime will be cut short. Lots and lots of great advice in the puppy section, esp the stickies do read them all. In the end though do what's best for you.
