Maybe the nice neighbours could start by completely ignoring your dogs whilst walking besides your adjoining wall and casually flinging YUMMY treats over the wall - something special your dogs don't usually get whiff of but would love too!!
Ellie-May might help by being enthusiastic about running to find treats!
If Chalky gets comfortable after a while of doing this they could then stand and have a chat by the wall whilst still ignoring dogs but flinging treats over. I imagine that eventually the sight of your neighbours over the wall will bring 2 excited greedy labs running closer! You could then stand and have a chat over the wall with them whilst ignoring the dogs but flinging treats.
Step by step neighbours could dangle hand over wall, ignoring - and I mean not looking at dogs as well! dogs, flinging treats and maybe dogs will get closer to sniff hand/take treat from it.
Step-by-step and with absolutely no rush I would hope that the dogs would view friendly neighbour with yummy treats and be back to running over for fuss.

Our nice neighbours are being really good with Chalky, doing the ignoring bit, and it seems to be working.
Lizi's advice was really helpful, and that part of the training is ongoing. I have noticed that when I take them both out together, they are really well behaved, i.e. walking nicely, no barking or snapping from Chalky. But when OH comes with me they act like a couple of spoilt brats! Whats that all about?
As for the neighbour from hell, we haven't heard a peep from him since, which is ideal. What isn't ideal, is that now I've noticed he goes out a lot in the car during the day and evening, without his dogs, and his dogs are shut in and howl constantly. (He doesn't work, can't seem to keep a job, and the parents have gone away again).
I feel so sorry for his dogs, they were rescues to start with, I think they were better off at the rescue centre, than with him. Since he has had them, they have escaped twice from their garden, ran into the road, and on both occasions were hit by passing cars on the main road which is at the bottom of our lane! How they have survived beggars belief!

I've been working hard with Chalky since his run in's with the neighbours dogs, and he has been responding well, although it is still a work in progress.
Sad to say, the neighbour is still not controlling his dogs, and his dogs are still being aggressive at our gate. I have tried speaking to him about it, but it seems to fall on deaf ears.
So today, I'm afraid I decided to report him to the dog warden..........
Not something I wanted to have to do, because of having to live near the neighbours concerned, but I can't go on like this any longer. The stress is too hard to bear, and it puts Chalky's training back to square one. He is very nervy around other male dogs because of this, it's such a shame.
I will let you know how we get on with the dog warden................
Just a suggestion, have you tried the calmly putting yourself between the gate and Chalky? What you are signalling to your dog is that you are taking charge and going to offer him protection.
I do this with Maia as she has had fear aggression for a very very long time and I find this works very successfully

I think your neighbour left you with no choice really.
I am sure contacting the dog warden was the right decision, for your own sanity, for Chalky's sake and also for the welfare of his two dogs, who are potentially at risk too.
I don't blame you for speaking to the dog warden. I hope it helps.

Do you know which rescue they came from? If you do, please let the rescue know. If a dog was adopted from a rescue I'm involved with and not looked after properly, we would certainly want to be made aware of it.
Sorry Angela, I don't know which rescue they came from, if I do find out I will post it on here.
Littlelab - I don't get the chance to put myself between Chalky and the fuss at the gate, I'm not always right at the gate when it happens, (which is usually really fast), plus the fact I usually have to rush out of the house and get my two in as quick as possible!
I haven't heard back yet from the dog warden, (I left a message), hopefully tomorrow.
Update: I have heard back from Enviromental Health and Licensing today requesting more information. I have emailed them the info, and await a reply from the dog warden.
just started reading your post, what a horrible neighbour! those poor dogs, and poor Chalky. I hope you manage to bring him round to men and other male dogs. What is it about stupid blokes with collies? Got some near me but luckily (for me at least) he never walks them so George is safe. I feel so sorry for his dogs but sadly everything has been done to get the dogs rehomed but becasue they are not abused there is little to be done apparently.
Good luck with the dog warden, I hope they can go have some serious words and clue him up about his dangerous take on things. At least your neighbours on the other side are so considerate.
