I have now read through this thread (I have been following the story), and it is fantastic that there is a happy ending for Lilly.

Surely the people who owned Lilly before she was rescued could actually be prosecuted. They were withholding veterinary treatment, and this caused suffering to build up and go on for unnecessarily long. The Animal Welfare Act of 2006 is pretty specific on that.

Perhaps it was someone who had little experience of breeding. A woman bleeds for several days after having a baby, the dog's owner might have thought it was normal for a bitch to bleed after whelping. Though really anyone who wants to breed their bitch should make the effort to find out what will happen before they actually have her mated.

That is true, but I still see it as negligence, though perhaps not fully intentional (I am being too kind there).

Whilst there are some medical similarities between humans and dogs, it must only be because both are mammals. There are huge differences too. It could be argued that the breeder was negligent by not having looked into the relevant areas beforehand in order to have some idea what is normal and what is not.
