I'd say 2 on paper as well - only thing I'd say is that don't ever get too hung up on the protein/fat content as long as those are not given as crude (crude protein and crude fat). The crude definition is telling you how much of the protein/fat that is digestible for your dog where as 'protein/fat percentage' doesn't tell you anything but how much is in the feed but not if your dog can digest it in which case lots of it could potentially go 'straight through'
Not many dog feed companies like to tell you how much of it is 'crude' as 1) it's a guarantee 2) it would make the nutritional listings look very different on 'crap' feeds.
The feed that I use lists everything in crude protein/fat...

I was going to say the same. I definitely wouldn't feed number one as it has hardly any meat in it and I'd only feed number two in an emergency, as it's full of fillers (Wheat, Maize AND Beet pulp) and it has EC permitted Anti oxidants, which they claim are "natural" but don't actually say what they are.
On the whole, I'd be looking at a food which has some form of meat or fish as it's 1st ingredient and then further ingredients to be things I'd recognise to be food and not fillers. Also no colourings, flavourings or EC permitted Anythings.
I would say two if you really want to feed either of them but personally wouldn't choose either. To many fillers for my liking and my puppy can't tolerate these well( runny stools) you will find lots of good advice on here about foods that are very good for your dog.
