I know this sounds stupid, but what type of bowl is he drinking from ? I have heard rightly or wrongly, that dogs don't like drinking out of plastic bowls, it makes the water taste different.....
Worth a try, if he is drinking from a plastic bowl...

Thats an interesting one - Hally has two water bowls out at all times (in different locations), one earthenware, one plastic - and will always favour the plastic one over the earthenware
