He doesn't look at all overweight to me. I don't think you can always compare weight between Labs when they vary so much. Mins would be obese at the weight of other Labs and they'd be anorexic at her weight!

To give you an idea my 6 month old BITCH who is 3/4 showlines and 1/4 trial weighs 22.5kg right now, so would expect her to be nearly your boys weight in 4 - 5 weeks time.
He looks spot on. Our breed is so diverse, clear your mind of stereotypes, even 'vets ones'
