Most gadgets are not Training the dog, they are Controlling them. The dog learns not to pull because it hurts (which is why most dogs hate wearing them) but as soon as you take it off, they revert straight back to their old ways. The only way round it is if you have put in the hours of training at the same time and gradually weaned them off the Controlling Aid.
I personally wouldn't use anything which tightens round this dog's muzzle or body, as he is already showing signs of frustration (leaping about, lunging, trying to get to the other dogs) and you don't want that frustration linked in his mind to pain, as this could then turn the frustration into aggression.
Finding youself a good trainer, who uses reward based training is the way to go, plus allowing him to socialise with lots of other dogs, as this will help relieve his desire to play.
