I kind of agree with this on one level, but another I'm not so sure.
I think its perfectly reasonable for someone to say, hey I'd like a dog for all the right reasons and would prefer to take on one that would otherwise be homeless, but still want it to be generally sound and something other than a physical or emotional basket case. Years ago we had dogs from the RSPCA, all of whom were reasonably well adjusted and no great challenge. But then years ago I think the rescues were slightly more pragmatic about not trying to save everything and euthanised dogs that would otherwise have been too challenging or demanding for most people's experience, time, commitment or even money.
Its strikes me that some Rescues have to become ever more discriminating about who they rehome to, because they are trying to rehome dogs that maybe shouldn't be rehomed in the first place. And after my sister-in-laws experience of a rescue who passed onto her a dog that died within three months of kidney failure (caused by a condition that could so easily have been diagnosed beforehand) and then another with the most profound fear agression, I think there's probably faults on all sides.
