I'm reading it that the dog was in an area he didn't need to be onlead and with a flashing collar. The hunter was shooting in an area, in the evening with very little light and close to an area where people jog, picnic and walk dogs etc. The land where he stood is owned by someone else and for which he needs permission or a permit (?) to shoot but whether he had is debateable.
The dog caught wind of some scraps of food and the hunter fired his gun thinking he was a fox at a range of 20m. The owner was 30m away from the firing range.
The hunter claims the owner damaged his car in spite and is seeking compensation. The owner, whilst accepting that this was a dreadful accident, is pursuing the saftey of all of this and whether he should've been there in the first place. The gun council or similar are looking into whether a shooting offence has taken place and will revoke the hunters licence if that is the case. In the meantime the owner has circulated leaflets/ posters in the town warning other dog owners and naming and shaming this hunter.

Incredibly sad. He looked such a lovely boy. They are obviously heartbroken, understandably.

it says that some dogpeople ignore signs to keep their dogs on the leads in certain areas & their dogs cause troubles;
i.e. one dog killed a young wild boar recently...
