Basically it read;
Thank you for contacting me regarding EDM 1699 and the prospect of renting dogs. I read your points with interest
I appreciate how important the issue of animal welfare id and respect the effort and dedication of groups such as the Kennel Club. Ialsoa gree with you that dogs are living creatures and should not be regarded as fashion accessories.
It is imperative that we ensure the welfare of all Britain's animals by adhering to the five freedoms (goes on to outline RSPCA welfare guildelines)
Such a scheme may also havean adverse affect on the businesses of boarding kennels that currently look after peoples' pets while on holiday, as many may choose to have their pets join a rental scheme ( ) rather than pay to have their animals looked after by kennels. (GOOD POINT)
Rather than sign the EDM, we should press for the enforcement of existing animal welfare laws such as the Animal Welfare act 2006. If there are any aspects of these dog rental schemes that contravene the legal protections afforded to animals under the Welfare Act they will be in breach of the law.
I will pass on your concerns to Lord Rooker, Minister for Animal Welfare and let you have a copy of any reply I receive.
