To be totally honest, the KC sets a "One size fit's all" rules on this. Think of this. A small terrier would be pretty well adult by a year old and would quite likely live to be 17+ years old. On the other hand the Giant breeds. Great Danes and the like really dont mature until 3 to 4 years old and are unlikely to make double figures, with 8 being quite a normal age. Labradors fit into the middle here reaching maturity at around 2 years old and living to around 13 on average. So you can see the KC's 1 year and 8 year rules are maybe not ideal. The Labrador Breed clubs by and large state not before 18 months or the second season as a starting point which I'd say is the minimum and accept the KC's 8 as the oldest. I figure you could easily breed a small terrier both earlier and later than this, but think that something like a Great Dane should not be bred from before 3 years at the earliest and 6 at the latest.

If you are being ruled by your head and not your heart this is like going to buy a car with a full MOT and when you get there the seller says 'Sorry - It hasn't got an MOT, I didn't meet the requirements and so couldn't get one...but I'll knock a bit of the asking price.'
The pup you are being offered is not the pup you reserved. It is not as if it is the wrong colour etc. it does not have a KC pedigree. This may not influence the health of the dog but then again it may.
I know it is very very hard but I would be inclined not to trust this 'breeder'. What else might she not be disclosing?
If this breeder has put her bitch to stud knowing she would be right on the limit for KC registration this is either 1) Greed 2) Ignorance or 3)irresponsible.
Walk away ..She has broken the contract, ask for your money back.
