It wasn't too bad when we went on Friday, but that was probably due to it being a colder day, so not ideal to be sat around, though fine for walking our dogs.
Where dogs can go on the beach, you never get too many folk there playing ball or anything, mostly people going out in boats or those surfer things.
I would quite happily take my two and do out for walks when it's raining, it's sometimes nice knowing your not likely to bump into anyone. Though I draw the line at windy on the beach because it's too difficult throwing Zac's ball and the sand blowing in your face and all.
