I've always used Frontline for fleas & ticks, available from your Vet or online at www.vet-medic.co.uk , much more reliable than a herbal Flea Collar, if you don't think it is an allergy, it might be worth a try

It could be Seasonal Flank Alopecia. Don't think it is very common in Labs but our Staffie suffers from it. Hair loss/thinning is limited to the flank areas (ie just in front of the back legs, where the dog's sides go in a little). The skin underneath often looks darker.
It doesn't cause any discomfort to the dog, although there isn't a cure - it is seasonal, so happens once or twice a year.
Have a search on the web and you will find some pictures to compare. Have a look at thsi link - this is an extreme case though http://www.mybulldog.info/Alopecia.html
Or http://en.wikipedia.org/wiki/Follicular_dysplasia
As an aside, our vet didn't know what it was either - I had to do my own research in the end to find out the cause.
